ITR2 rules about the Towers on BFP B

The ITR2 HBR have a description for Towers that I'm having a hard time figuring out... are they a Hindrance or an Obstacle? (B34 says a SSR should specify one or the other)

The brown Tower depiction itself is a LOS obstacle. The ground level Location (but not inherent terrain) is a level one, +1 Hindrance (two level Hindrance if the Tower is specified at two levels above
ground).
Is the intent to mean that the ground level acts as a Hindrance, but the Tower location (on level 1) acts as an Obstacle? (this would block LOS through the hex between levels 0 and 1, but ground-to-ground LOS would only have a Hindrance?)

(The scenario I'm getting ready to play is a PiF one, but doesn't have a SSR for the Towers - BFP106 Going Postal)

If no Tower is specified in an HBR/SSR it is simply a round building (barn, grain storage bin, etc) and would present a LOS obstacle just like any other building originating from the ground level to a specific height .
