Yes. Think of indirect fire in this instance. Because of the high trajectory of a mortar round it was difficult to hear the incoming round(s) and therefore easier to catch the units moving and thus to hit. SL had a better game description of the effects called "silent fire" IIRC (probably where the rationale came from for the current rule).Another related question:
