Is a Custom Title (if that is what it's called) still user-editable?

Maybe I'm just blind these days: I'm just not seeing "Custom Title" (or anything close) on or near my Account details page.

There once was a way for a user to create/edit this line of theirs, double-digit years ago, if not more recently.

Is there still?
