The Soviets have Sewer Movement by SSR. In an earlier turn, a fortified, multi-hex (5), multi-level (3) building hexside is breached at Level 0 in a building hex that contains a Manhole. Later in the game a German MMC occupies the hex while a Soviet MMC lurks in the Sewer below. The Soviet's Emergence dr permits the MMC to emerge. However, per the Fortified Building exception cited in B8.41, since the hex is occupied by the unpinned, GO, German, B23.922 says the hex cannot be entered with the German in it unless it is breached. Since the breach exists, but it is a hexside breach and is not in the Sewer location, does the Breach exception (B23.9221) apply?
