B14.6 - Interdiction Questions concerning orchard roads

Can the squad in N9 rout across the road to N7 or O8?

B14.6 is the rule that pertains to orchard-roads, and has some less than clear wording about the hindrance effects of the orchards as it applies to interdiction from the squad in R10.

Also, if interdiction would apply from R10, then that is used to determine the N9 squads legal rout destination before routing the unit, correct?

Yes, but it will suffer Interdiction.

B14.6 is clear that FFMO applies for a shot along an orchard-road.

A10.531 then says that a hex is considered Open Ground for Interdiction purposes if FFMO would apply, which it does in this instance.

So since the hex is OG, and an Interdictor could fire within Normal Range, with full FP and no detrimental DRM, Interdiction will occur.

Correct. In this situation it looks like the unit is capable of routing away without suffering Interdiction (O10), and can therefore also choose to rout suffering Interdiction even if No Quarter is not in effect (A20.21).

But if O10 had been illegal for some reason, then the unit would surrender to the CX 548 due to the out-of-LOS Interdictor (if NQ was not in effect).

O10 is in fact illegal due to another unit on the board below this that is in LOS of the broken unit.

Since this is true, the only legal rout is upstairs.

Actually, the unit could also rout to level 1 of its own hex even if O10 were illegal, so therefor can take interdiction to cross the road without surrendering.

The squad is not forced to rout upstairs as it can ignore the building it is in for routing purposes if it so chooses. Take the interdiction and get out of there.
