The obos set up one level higher than the hex chosen.

Is this one level higher than the base level or one level higher than the uppermost terrain feature.

If it's one level higher than the base height then woods will plateau most of the locations.

1 level higher that the hex base level. Yes the OBO doesn't see much in CG II/III because the highest hill is Inor hill itself.
