According to I2, the 20 GCPP initially available to the US player on January 9 must enter as reinforcements. Is the US player allowed to purchase Fortifications/OBA? I doubt the answer because at the one hand, such assets do not enter as reinforcements, implying no. At the other hand, the purchase table lists Battalion Mortar and M1 fortifications as being available on 9 January, implying yes.

Don't remember where I saw it exactly, but pretty sure the designer answered this a little while back and yes you can buy Forts and OBA as the US player on the first day.
