HIP-rules say: You can set up foxholes HIP in non-concealment terrain.
The SSR says that I can set up HIP squads.
What if I set up a HIP foxhole in a non-concealment terrain and a squad beneath it?
Is the squad also HIP or not?
A foxhole is non-concealment terrain. So , the squad is not HIP but the foxhole is HIP.

Not HIP just because the foxhole is HIP.

Correct.
And, as soon as the other guy has a unit with LOS to the foxhole, you need to put it on the board.

Unless, that is, it is night or PTO and the foxhole is in jungle, kunai, bamboo. In those cases, you only reveal the fortifications if the modifier would change the result of an attack or someone moves into/out of the foxhole in LOS of the other guy's units. Also, in those cases, you do not pay the movement cost to enter/exit the foxhole if there is no enemny unit in LOS.
