HG-11 Skill in Khilki - 436 and leader SS Reinforcements

In HG-11 Skill in Khilki, the Germans recieve reinforcements on Turn 1, named "Elements of SS Panzer Divison 5".
They include 658 but 436 squads too.
How does one consider the latter?
Do they have a broken morale 1 higher than the usual 436?
Are the 9-1 leader and 436 squads considered having an ELR of 5, or do they have the 3 ELR of the non SS troops?

The 436 are considered non-SS, so their ELR is 3 and they do not have a broken side more 1 higher. Same with the 9-1.
