Some of them may. If the hexside being changed across is not a road hexside, the VCA change costs 2 MP. If it is a road hexside, the cost is one MP. I can't think of any instances where changing CA three spines on a woods-road would not spin past at least one non-road hexside, but on a six-way intersection (for example) it would be possible.
