Hex and location control

A friendly armed good order MMC occupies unopposed the ground level of a multi-story hex in a multi-story building (B23.23). Obviously it controls this ground level location and i understand from A26.13 it controls the hex as well. But does it control L1 and L2 locations in the same hex as well? These two upper locations are empty.
As background information, the building is still under enemy control and there is no stairwell connecting the ground and upper levels in the considered hex.

I think the EX in Section A26 spells this out...
I agree, based on that sentence.

At that point, the Russian would Control the upper level Locations of V2 and V3, while the German player would Control the building, all its hexes, and all other Locations.

It is just weird to me that, although one side controls a building (or all its hexes), the other side can still control some locations of that same building... It doesn't look good for optics , although this is likely to have limited consequences, since scenario designers would typically selected which single concept to use for their VCs (either location, hex or building control). End of rant
