All scenarios can have Hero counters, except those with AFV only.

Schwepunkt published some scenario packs centered on American, British and IIRC Soviet heroes.

And - The Hero packs from CH are actually very good - They come from CH Golden age where they did great things
They are still on their website as new editions (I can't comment as I did not buy the updates - likely too expensive - and evil-bay (also expensive)

SP 5 was the Medal of Honor one.
SP 6 was the Victoria Cross one.
RP 11 was heros and knights- a combined pack with Soviet and German medal winners.
