Hero Creation and SW Possession

Checked the ASLRB, GS and Q&A but could not find the answer: if the MMC from which a Hero is created possesses a SW at the time the Hero is created can the Hero automatically have possession of that SW? If so, where in the ASLRB is this stated?

In the absence of Klas - A4.431 you can transfer SW on creation of sub-unit from an MMC.

So that hero can get the FT / DC

Consider that Japanese create DC heroes, so it sounds okay to me.

A hero with an ATR to extend the range of that -1 is particularly useful when paired with a H/M-MG and leadership.
