Hell's Highway unit set up

Hi
what's happen to units purchased in the refit phase to enter on map if the scenario is a Lull? They can set up on map the next scenario or have to enter anyway?

They can be redeployed on map from a FME as per ConPh D5.131 (v)

Infantry 6 hexes
AFV/Vehicles (manned, mobile) 1/2 MP (FRD) hexes
Vehicles towing gun (manned, mobile) 1/4 MP (FRD) hexes
Gun (possessed) Small Target Type 4 hexes
Gun (possessed) 4 hexes
Gun (possessed) Large Target Type 4 hexes
