Hatten Railroad Question

Sorry to ask a very basic question.

The railroad is an embankment railroad so basically a hillock. Same level LOS is blocked if you're not immediately behind the railroad.

My question is does this apply (same level LOS blocked) to just the terrain depiction or to the entire hex....

Enjoying this at the moment as the US. A panther is either in sight of my 60mm mortar shooting gallery or not.

Embankment Railroads - inherent terrain?

My understanding of the EmRR rules is that they are equivalent to Hillocks for LOS purposes, and Hillocks are Inherent terrain. I didn't manage to find an exception in the Railroad rules. This has strange consequences, such as an EmRR sometimes blocking LOS that does not cross the railroad...
