Gusts and SMOKE during RPh and PFPh

Assume: Allies successfully fired Ordnance SMOKE (+3) during turn 3 PFPh. Now it is the Allies turn 4, RPh.

Staring with RPh, the ASOP says for RPh, step 1.12A, "...remove...Dispersed SMOKE, then flip remaining SMOKE counters to their Dispersed side...." So now the Allies have a Dispersed SMOKE (+2) counter.

Moving on to PFPh, the ASOP says for PFPh, step 2.11A, "Remove his Dispersed SMOKE...; then flip his SMOKE counters to their Dispersed side (A24.4)." So now the Allies' Dispersed SMOKE is removed...and the Allies no longer have any SMOKE on board.

So Gusts effectively make SMOKE last one game turn instead of two game turns...correct?

Your interpretation is correct. how long it remains just depends on when it is placed and when the gusts are rolled. Don't forget Gusts also effect smoke at the beginning of the Advance fire phase.

For example: You place Smoke in your turn PFPH. In your opponents turn he rolls Gusts during the WC. Your smoke will flip to +2 dispersed in PFPH and then be removed at the beginning of the AFPH.

On what turn were gusts rolled? Gusts are not a continuous event but do flip SMOKE both in the RPh and the AFPh.

If gusts were rolled in the allied third turn, then the SMOKE would be placed for full effect in the PFPh and would be flipped in the AFPh. During the axis player turn it would exist as dispersed SMOKE. During the allied fourth turn PFPh the dispersed SMOKE would be removed. It would be on board for one game turn

If gusts were rolled during the axis player turn, the SMOKE would be flipped in the RPh to dispersed then removed at the start of the AFPh. It would be on board for slightly less than one game turn. It would be gone for most of the axis AFPh and all of the axis RtPh & APh.

If gusts were rolled during the allied fourth player turn, then the SMOKE would be flipped during the RPh and removed during the PFPh. It would be on board for one game turn.
