Guns out of LOS: can they rotate and keep HIP / conc ?

Given that 99% of things depends on enemy LOS (DM'ing units out of LOS being the 1%), it seems that
guns can rotate and maintain both the above.

I also wonder if this would be true for spotted mortars as a slightly separate issue.

Concealment: Yes.

but HIP: no. See A12.32:

A12.32 Hidden units may not move (even within their hex or to change a CA) or advance and remain hidden.​

Quite simple - HIP - > un HIP ( still ?) change CA

This is as I said out of LOS.....

Doesn't matter if out of LOS, you cannot change CA and remain HiP. YOu can change CA and reatin concealment, if you are out of LOS.

Think of it this way: your HIP unit data are on a piece of paper that is in a sealed envelope that you give to your opponent at the beginning of the game. Anything that you cannot change in this setting, you cannot do while remaining HIP.

In practice, nothing about your HIP setup can change while remaining HIP. Not Location, not weapon possession, not CE/BU, not CA.

I'm pretty sure the rules are compatible with this. I may be wrong, though - too many special cases - but for basic things, it's a very good approximation.

Hippies can do nothing. BUT as soon as they do ""do"" something they are placed on the board concealed

It's there to stop cheating if nothing else !
