Does a non-cliffside Gully "connect" to a Trench in the same fashion that a Trench is considered "connected" to building/rubble Locations in RB/VotG?

I would rather see the application of B27.6
27.6 LOWER-LEVEL LOCATIONS: Infantry beneath a Trench or Sangar (F8) counter may move/rout/advance/Withdraw-from-CC directly to any Accessible, non-Crest-status lower-elevation Location without having to first exit to above that trench/sangar.

However, should they move from the gully to the trench, they would still have to pay the penalty for moving to a higher elevation as being in the trench does not equate to being at the lower elevation.

Yes. The "connection" is not exactly like the RB/VOTG Trench to Cellar one.
