German SPW 251/2 Halftrack MA - is that treated as a Mortar?

Said halftrack has an overscored 81mm short barrel MA, which I believe is a mortar, and a handy 3 Rate of Fire, . Vehicle notes say "Treat as a normal OT SP gun for To Hit purposes. The mortar's range is 2-60...." Does this mean:

#1 When firing using the Area Target Type it keeps Rate of Fire if colored die is 3 or less?
#2 After changing VCA to fire, does it still keep a 3 ROF? Meaning C2.5 Conditional Rate of Fire lowering does not apply?

I'm thinking yes to both, and getting schooled by opponent in this!

Yes to both.
Conditional ROF only applies to a non-vehicular NT Gun (C2.5).

Yes to both, as @Robin Reeve wrote. German Vehicle Note 59 says "mortar" and various other rules (A9.8, D5.4, D6.631) talk about a halftrack having mortar armament. I guess it's something that we've all been taking for granted without an explicit statement all these years.
