Gaining DM when already broken

I don't quite understand 10.62, specifically, the portion that says

"or enough FP to possibly inflict a NMC result on the target"

A quick check of the IFT shows that any FP >= 1 would do the trick (cowering excluded). So if a broken squad takes fire, it's automatically going to DM (excluding cowering or weapons malfunction).

I understand the rule, but I don't understand it's purpose. Essentially, if someone shoots at a broken unit, it gains DM (unless it cowers). Am I missing something?

If not, why bother with the FP rule at all. Why not simply say if a "successful to hit roll is made"?

Cowering and DRM must be taken into effect. So a broken unit cannot be placed under DM by a 2+3 attack unless that attack is immune to cowering. It can never be placed under DM by a 1 +3 attack. While this may sound like splitting hairs it becomes very important in some instances.
