I don't quite understand 10.62, specifically, the portion that says
"or enough FP to possibly inflict a NMC result on the target"
A quick check of the IFT shows that any FP >= 1 would do the trick (cowering excluded). So if a broken squad takes fire, it's automatically going to DM (excluding cowering or weapons malfunction).
I understand the rule, but I don't understand it's purpose. Essentially, if someone shoots at a broken unit, it gains DM (unless it cowers). Am I missing something?
If not, why bother with the FP rule at all. Why not simply say if a "successful to hit roll is made"?
