FT298 "Finishing off the Tailenders" HIP Question

Me and my bud Woody are playing this scenario. A question for you:

1. SSR states Japs cannot use HIP. What about the OB mines? Can they set up HIP? I think this needs to be clarified in the SSR.

Jason, should have said mines are the exception. Mines can be HIP. Hope you enjoy the scenario.
