Free concealment checks

A 6.11 says, " During play, neither player may make potential LOS checks to determine if a LOS exists for an
attack until after that attack has been declared."
Correct me if I'm wrong or if I missed something but doesn't that mean
a player can check LOS to any hex from his units during any non fire phase? or to any empty hex if not firing during a fire phase?
I realize this could degenerate into almost endless LOS checks. Am I perverting the rules or have I just failed to recall the applicable one?
I've never played that way... but that's COWTRA... or CTMOWTRA (Too Much) rather....

The default position is that LOS checks are not permitted unless the rules do permit them for a particular purpose.

The section of the rules you have quoted refers to the obvious LOS checks that need to be made if you fire on an enemy unit or hex. It says you can only check LOS if you _first_ declare an attack on that hex. After declaring that attack, you may _then_ check LOS to see if the shot can cause an effect. The rule does not say that outside of a fire phase anybody can check any LOS they feel like.
