My opponent has a sqd/lmg under a +3Smoke counter.

He fired at me declaring a firelane. Can he do this or does the SMOKE hindrance render it ineffective.

He can do this, assuming the Smoke combined with other hindrances didn't block LOS.

The initial attack by the squad + MG receives the +3 Smoke DRM, but any subsequent attacks by the FL is not affected by Smoke, except that it negates FFMO. Its all explained in A9.222.

agreed, Ole, except that it sounds like the firer has the smoke in their hex so, per A24.8, the initial smoke DRM=+4, right?

Yes, if he has a +3 Smoke counter in his own Location, the DRM is +4.
