during enemy's MPh, I create a FL. i'm in hex A1, the moving unit is in A5 and there's another unit which has not moved yet or had Prep Fired in A4. will that unit in A4 be effectived by the FL?

if so, what is the rules reference in the ASLRB? because i can't find it!!!!

It is my understanding that unit would not be affected until it actually expends MPs IN THE FIRELANE HEX. So no, at the time of firelane placement, it would not be affected.

9.222 RESIDUAL FP: Fire Lane Residual FP is treated as normal Residual FP except as stated otherwise.

8.2 RESIDUAL FIREPOWER: ...Thereafter, any unit entering (or expending MF/MP in) that same Location in the same MPh is attacked on the IFT with the FP represented by that Residual FP counter, a new IFT DR, and any applicable FFMO/FFNAM DRM....

So to be affected you have to expend MFs.....
