Just a quick clarification on the +1 to flame spread DR for upper levels

In the photo below does the possibility of flame spread gain a +1 for DRs for hexes K7, K8, L8? Or, do Flames need to spread to those hexes ground levels first, turn to a blaze and then spread to the upper building levels?

Put another way, can flames spread diagonally through a building?

B25.6 Fire can spread vertically or horizontally, but not diagonally.

There was a question mark over the use of 'adjacent' rather than 'ADJACENT. One of those things that makes you go "hmmm"
