Finn rally phase. Hexes contains 2 6-4-8s and 1 8-0 leader. The ldr lead deployment attempt fails. Can the other squad still try to deploy as per 25.7?

Yes, can't see any reason why not. They haven't yet performed a RPh action so should be free to try to pass a 25.7 1TC.
