Can a unit in a PB advance out of it but into a FH that is in that hex?

Indeed.
And if the FH is in LOS of a Good Order enemy unit within 16 hexes and the FH is in open ground (after the A10.531 requirements), the advancing unit would lose concealment.

Some rules references to answer your request:

B27.13 LOCATION: A unit in a foxhole is not in the same Location as a unit outside that foxhole on the same level (not in a pillbox) and in the same hex for purposes of weapon Recovery or TEM, but is considered in the same Location for all other purposes (including CC and LLMC/LLTC).
B27.44 A unit may move/advance beneath a foxhole if otherwise able to enter that Location even if an enemy unit exists in that foxhole

I agree that they can make the advance (at a cost of 2MF which makes a difference if they are carrying a lot of PP and might become CX). They would also lose concealment if the location the FH and PB are in is OG and in LOS of a GO enemy unit.
