F11.611 - 612 Sun Blindness

Confused on the third bullet of F11.611, an observer on level 2 looking at the ground level (0) gets the +2 DRM looking westerly?? ( in the case of 612 Late Afternoon)

I would think he does not. But if he does then the AR has no accuracy dr?

The Off-board observer would not suffer from sun blindness. They wording is kind of weird, since it uses a NOT condition to express it.

If the Observer were at level one (or lower), then the sun blindness DLV would affect the accuracy dr.

Also note the errata from the '91 annual:

If an ATTACKER enters a DEFENDER'S Location during the MPh across a hexside (or from a vertex) that lies withing the latter's Sun Blindness Zone, the Sun Blindness DLV Hindrance does apply to each attack made during that MPh by the DEFENDER vs that ATTACKER.
