A7.7 states: ... A qualifying target Location is thereafter marked with an Encirclement counter ...

My question:
When exactly will the Encirclement counter be placed?
- before the first shot, after the LOS conditions and FP for Encirclement are clear?
- before the last consecutive shot on the encircled unit?
- after the last consecutive shot on the encircled unit?
- at any other moment?

I'd like to know, when exactly the ML of the encircled unit is lowered by 1 for the first time.

lets take the EX from page A16 of the ASLRB.
The Russian fire in the following order:
1st U2
2nd T4
3rd S5
4th S4

The Encirclement is placed ofer the attack of the S5 and is already in effect for the attack of S5

The easiest way to remember it is that the effects of encirclement apply to the attack that "seals the deal". So if 2 units are attacking separately through non-adjacent hexsides (easiest example) the first is only the setup for the encirclement, the second makes it happen.

With more than 2 units attacking, it is sensible to get the encirclement with as few units as possible, so the rest get the ML reduction benefit.
