If a second attack against a unit causes it to be encircled, does that second attack get a +1 DRM (or is it every attack 'after' that second attack which 'sealed the encirclement')?

No attack against an encircled unit gets a +1 DRM. Encircled units themselves have a +1 DRM when firing out.

Thanks for the clarification without calling me an "ignorant grunt" Mark. Should have known better than to post a question without reading over those rules a few dozen times before posting.
But note that the encircled units suffer a one-level morale drop for any attacks made vs them. This morale drop applies immediately, including vs the attack that made them encircled. Its found early in the second half of A7.7
