Encirclement and No Quarter question

Hi,

The situation is:

No quarter is in effect for both side (the scenario is A68 Act of defiance).

A broken encircled russian squad is in ground level of a 1 level building. A geman squad good order is ADJACENT.
The only way to rout for the russian would be at first level.

Does it rout or surrender because encircled?
