E3.1 Low Visibility: what is the DRM?

Is the DRM for E3.1 Low Visibility +1 per hex, like grain, or just +1 at all ranges? A SSR says there's a LV DRM on turn 1 (Dawn Assault). There's also Mist (E3.32) on turns 1 and 2, but that's only at 7 hexes or more. I've assumed that its +1 at all ranges, but I can't find anything that specifically defines this DRM. Probably overlooking something.

The Dawn LV means that a +1 DRM applies at all ranges and to pretty much all fire (I don't think there are any exceptions). There isn't a more specific rule other than E3.1 (and the SSR itself), though there is at least one old thread that confirms this.

Unless it specifies +1 per hex or +1 conditional on a certain range, I would go with just +1 regardless of range.
