It doesn't apply to me by SSR but does anyone know what abuse this rule is supposed to avoid? It would seem perfectly natural for trucks in a convoy to carry Passengers.

I think it's representing that trucks in a "typical" convoy are usually carrying cargo, and have no room for passengers.

It's an odd rule, easily gotten around with an SSR, but I think it would probably have been more useful to suggest E11.3 as an SSR for scenario designers, rather than make it the default condition for all convoys everywhere.
