In both places (E1.52 and E11.2) they use the phrase "as if towing a Gun". Is there some special reason for this? I'm assuming a vehicle part of a convoy at night is +2 MP per hex entered.

It's to indicate that the cost is cumulative in exactly the same way that the MP cost for towing a Gun is cumulative -- i.e., the cost is added after all other costs are calculated. See C10.1.

Yes, vehicles in Convoy at night must pay an additional 2MP per hex (or hexside, if using VBM) entered -- 1MP extra for Night, 1 MP extra for Convoy.
