E1.21 Freedom of Movement question: If the Defender’s best leader is marked with a Prep Fire counter, can it still make of FoM dr?

I would say yes.

The rule says:

"This Freedom of Movement dr can be made only once per friendly MPh."

Doesn't say "its" MPh. If it did and was marked with a Prep counter then it wouldn't have a MPh.

Mind you Chapter E can mean almost anything sometimes.

It would be really great if the authors of the chapter could be asked to clarify some of the intentions of the rules.

I agree, the rule also stipulates the leader must be in Good Order. Being marked with Prep counter does not negate this status.

I think you need to see a Known Enemy Unit first (or be attacked by things other than OBA or Sniper)
Not for the best leader to make a Freedom of Movement dr. E1.21, "Once the Scenario Attacker has resolved any attack other that a successful Ambush, the Scenario Defender's single best leader ... can gain Freedom of Movement ... if the player makes a dr (∆) < his ELR." The only requirement is that the Scenario Attacker made an attack. No defender needed to see a KEU nor be attacked.
