During the attackers movement phase, can a defending AFV changes its facing to protect itself?

If yes, is it now classified as have moved but not in motion? And if so, how many times can the AFV change its facing to the attacker?

Yes. It may freely change VCA and/or TCA if it makes a successful Motion Attempt (D2.4). This can be attempted only once per MPh.

Alternatively, you may fire any armament at the moving enemy, changing VCA/TCA as needed to take the shot. This can be done as many times as you have weapons/ROF left to fire, but only per MP/MF expended by the target.

The 3rd part of the question is, how many times can the defending AFV turn for incoming AFV attackers? For example, a Russian AFV is attacking a defending German AFV. The German AFV can turn to the attacking Russian AFV. Now another Russian AFV comes into attack the defending German AFV. Can the German AFV turn to face the 2nd AFV? Also does this apply to infantry with LAWs attacking the defending AFV?

To restate what Binchois said, As many times as the AFV can legally fire a weapon + 1 for the Motion Attempt.

Most likely, if they have a functioning weapon.

To rephrase what the other posters have said, a DEFENDER tank may perform actions that will result in its CA changing. The actions that it can perform that will have a side-effect of changing CA are 1) making a Motion attempt and 2) firing turret- or bow-mounted weapons as DFF. The DEFENDER may not change CA as a primary action; it can only change CA as a side-effect of some other action. The DEFENDER could potentially change CA as many times as it can perform those other actions. I believe the DEFENDER might also change CA by 3) firing a sM [D13.32]. If you can think of other actions that a DEFENDER unit might perform that have the side-effect of changing CA, then those too can be used.

But this does "about face" not apply to an AFV for EX ht with GO CE Passengers that had LATW to hand (ATR/PIAT/BAZ/PSK), which can be fired while so, to execute such a change. It has to be the AFV's own* weapons/sM.
