Necro diving -- Stewart is correct but the rule is always nice. Dealing with the depiction, the example says:

EX: A unit in 15R8 moving within the building directly to Level 1 of Q8 must move by
way of the second level Location in R8 and vice versa.

No, because it is a multi-hex building w/a printed stairwell (and Not a B23.22 Two Story House).

This building is given some full attention by the ASLRB:

... and per the following cut-away view, the ground level of Q8 connects to the first level in R8.

So, there are 2x building levels in Q8, 3x in R8, and a stairwell only in R8.

Yep, this brought to mind the "split-level building" on the edge of the board 24 valley depression. It has a large, white, square in each of the two building hexes, whereas this building only has the large, white square on the lower level hex.
