Dispersed WP fired from Japanese Type 89 Grenade Launcher

Question came up in playing SP126. WP fired by Japanese Type 89 Grenade Launcher in PFPh, is treated as Dispersed WP according to Ordnance note for that weapon. Do the units in the target hex need to take a NMC? Hex is a level 1 hill. Thank you for your responses in advance.

Hi folks. QQ - the dispersed WP smoke fired by a Japanese 50 SW mortar causes a NMC to units in the target hex, right?
