Declaring CE at start to use smoke discharger

At the start of the movement phase an AFV declare CE status and roll for some discharger (or smoke grenade).

I´ve always played that once declared the CE have to stay CE until next Advance Phase as minimun, but I´ve been told during a game that if failing the roll for sg or Smoke dispenser, the MP cost is not considered done and so the CE is not valid, staying BU.

Any help?

Changing CE/BU is not done as part of a MP expenditure [D5.33]. It is its own action. Any MP expenditure declared after a CE/BU change is a separate action. If that separate MP expenditure does not complete, it has no effect on the CE/BU status change.

In contrast, TCA change (during the MPh) is done as part of a MP expenditure [D3.12], and would be undone (or perhaps, not done in the first place) on failing a sD DR.

Another corollary is an entering AFV may set up CE or BU and then change to the other status at any point in its own MPh, without waiting for the APh - so the unit could set up CE, enter, try for a VSG or dispenser use, BU, then keep moving, and all without stopping if preferred.
