Can a DC used to Breach a Rowhouse black bar cause either rubble or flame?

Yes see A23.41, but since you are Breaching you use the 15 (or 12) FP column, not the 30FP.

But it's against a hexside, rather than a hex. So where would the Rubble occur? You mean it would occur in the hex being attacked, I guess?

The old trick is to create a breach through a wall, break or at pin the enemy units on the far side with the 1/2 FP attack, which is still strong. Then fire a Flame Thrower at full FP through the breach in the AFPh to finish off any survivors. Finally, advance through the breach into the cleared Location.
