Under SSR3 the French has a 105mm OBA .. but there's no radio in the French OB.

Should it be an "Offboard Observer" or "Radio"?

I checked the DBP Special Rules thinking perhaps something might be listed in there but came up empty-handed. I also see no errata. So, bottom line is, your guess is as good as mine.

I tryed looking this up for you in my playtest notes. I also could not find it on the scenario card when it was first published in the magazine. I will say add a radio, and ask Dave when I see him.

I just saw this question.

First, are you playing 1st or 2nd ed. of DBP?

Yes, it is definitely missing from the scenario card. You could play it either way, with adding a radio or an Offboard Observer. Personally, I would go with adding an Offboard Observer at Level 4 along the west edge. Sorry about the confusion.

I'll send a note off to Ray at CH to correct this in any future reprint of DBP.

Also, is there any SSR about off map hexes in scenarios only using part of the historical map? In this scenario, the French come from the south, but do they have to make a bunch of abrupt elevation/minimum moves to come from off-map "level 0"? Say for example in the image below moving from (offmap) GG14 to GG13/FF13.

For example, Festung Budapest has this:

All FB on-map terrain that is not in play in a given scenario, including on-map terrain located on FB map sections that are not designated as in play, remains in effect for movement and entry purposes.

Just exactly what is EE13 by the way? Hammada? Buff-colored interior?

3.1 Hammada is represented by a multitude of black dots and irregularly shaped angular objects with buff-colored interiors. Any such hex is a hammada hex; e.g., 26D4.

My eyes see more than 4 objects in the hex. :)

17.1
A crag represents rough terrain strewn with boulders, crevices, and the debris of numerous rockslides. Any hex containing four gray, irregular boulder symbols—such as 15X9 or 9H8—is a crag hex. It is not the boulder symbol itself, but rather the entire crag hex (inclusive of hexsides) which affects any LOS drawn into or through it.
