Weather dictated by the Weather Chart always takes precedence over the determination of EC (B25.5); e.g., an EC result of “Snow” or “Mud” does not activate those respective weather rules if the Temperate Weather Chart result/SSR listing (or non-listing) is Clear—only their EC DRM/drm applies.
But if weather is mud, the EC is also mud.

E3.6
3.6 MUD: EC are always “Mud”. Fires will spread to adjacent hexes only
if the connecting hexside crosses a building/woods/brush/grain/orchard
(in season) symbol or the fire is spread by Gusts (B25.651). On unpaved
roads, the road bonus in B3.4-.41 is NA and Open Ground movement COT
applies (as modified by 3.64) when using the road. Paved roads (which include bridges)
and runways are not affected by Mud.
B25.5
The EC DRM thus derived always applies to the Kindling and Spreading
Fire DR except when Kindling/spreading-to a building. The EC DRM also
applies (as a drm) to the stream/river depth dr, when such is not listed in a
SSR (21.122).
B25.5 does not invoke E3 or 3.6. Klas synthesizes this three rule dive with "If the scenario just says 'EC are Mud' - none of those rules apply." (cleaned up).

The scenario card SSR ( White Tigers ) states ; "Weather is gusty, Overcast, and Mud ( E3.6; Hence EC are Mud )."

Correct about Mud EC and Mud weather. The former is just wet ground that slows the spread of fires, but doesn't slow someone walking/running. The latter is sticky, gooey dirt that can pull your boots off.

You've got to question the decision, made some 35+ years ago, to use the same word "Mud" to describe two different situations (not equivalent, though one implies the other, just to make things simpler), both of which are rather rare in scenarios.

I mean, they did pick separate expressions to describe close but different conditions with "Motion", "Moving", "Non-Stopped" - and still people get the distinction wrong. "EC are Mud" and "Weather is Mud" are different but way too similar. Even something like "EC are Muddy" and "Weather is Mud" would have been better.

True, though Area Fire and Area Target Type come up in a large proportion of games, so you get to confuse the two at the beginning, then you (should) remember the difference.

To minimize the spread of fires only ?
I don't see that as the motivation of MUD.
Likely they Flubbed up the application.
