D3.7 says : "Repair of each malfunctioned weapon can be attempted once per RPh with a separate dr for each malfunctioned weapon by any inherent crew that is not shocked or stunned."
As the Stun marker is removed during the preceding CCPh and as the AFV is no more stunned, what situation would have a stunned vehicle during the RPh?
D5.34 ... At the end of the Player Turn in which it was placed, flip the Stun counter to its "+1" side. This indicates that the AFV is no longer Stunned but must add one to any TH, MG/IFE/FT IFT, CC, TC/MC, Crew Survival, or OVR DR it makes.

That's a good one. Maybe the mention is there just in case someone finds a way to be stunned during the RPh.

Say, depending on the details of the ASOP (who goes first, rally or repair? I never know), if you've got a special leader that affects AFV crews and that leader rolls a Fate result in self-rally, he might cause LLMC and the crew could become Stunned during the RPh? (Or, more simply, some SSR might dictate circumstances where a Stun last for more than one Player turn - of course the basic rules of the game should not make specific provisions just in case a SSR does this or that, instead the SSR should be written so as to cover the special cases as needed)

Per ASOP steps during the RPh:
1.22B May attempt to repair SW/Gun(s)/vehicular-armament (A9.72; D3.7). May Transfer SW/Gun(s)/Prisoner(s) (A4.431; A9.72; A13.33; A20.5) (Ski-use dr; E4.21}.

1.23B May attempt to Rally broken unit(s) (A10.6); those with Commissar (A25.222)/Japanese leader, (G1.41) which fail to Rally are replaced or eliminated. First ATTACKER MMC Rally attempt (or first two; ABtF SSR CG14, BRT SSR CG14, KGP SSR CG18, and RB SSR CG17) may be Self-Rally/Field Promotion (A10.63; A18.11).

I doubt that the standard rules are written to adapt to unknown special rules and circumstances.

Perhaps at one time in the development the stun/STUN counter was flipped in the RPh?, or the rules writers forgot it was flipped in the CCPh.
Or the rules writers might assume some players would forget to flip in the CC phase.

So the mention should be removed from the rule.
