A lone radioless AFV which fails its NTC, must spend the rest of its MPs as Delay MP. Is the crew allowed to use this Delay expenditure for a smoke grenade attempt?.

The delay expenditure is an expenditure. To throw a smoke grenade you would have to make a smoke grenade expenditure of one MP, which you couldn't because you don't have any MP left.
