I have an AFV with both gyrostabilizers and canister ammo. Is my firepower half as a bounding firer/motion/non stopped fire?

Keeping in mind that canister ammo does not require a to hit roll, it is just an ammo depletion issue.

Yes, your FP is halved as normal, i.e. the Gyro has no effect when using canister. Per D11.1, a Gyro afffects a Gun (i.e. a 5/8" weapon firing as ordnance), or its CMG. Nothing else.
