Human Wave doesn't look to be available for the CPVA according to the FW National Capabilities Chart

A25.23 references G18.5. None of the G18 rules applies to the CPVA. Although the names have "Chinese" in both, the CPVA are a separate ASL "nationality" from the G18 Chinese. I think there was a post where one of the designers stated this, but I can't find it. Footnote 36 in Chapter W:
"...Once the lines began to stabilize in early 1951, Chinese infiltration and flanking possibilities were reduced, and the CPVA did conduct some high-profile, massive Human Wave attacks (A25.23) that mostly ended in bloody disasters for the Chinese. An SSR should invoke the Human Wave rules when appropriate."
