At the start, all 4 board edges are FBE for the Japanese
When the us player controls all the pieces for a board edge that edge becomes a FBE for the US player,
here is the questions
Reading the definition it looks like a board edge can become a FBE during play? Is this correct?

At what point does the Jap. player lose a board edge as a FBE? After the us controls 1 hex (ie the board edge is friendly to neither side) or only when the us controls all hexes thereby making it a us FBE( so a board edge must be friendly to 1 side or the other.)

After the us player makes the board edge FRIENDLY, CAN the jap player make it a jap FBE by taking control of all the hexes on that edge?

Yes. At the start all board edges are FBE's for the Japanese (dropping isolated into hostile territory and all that). The Americans can secure a FBE during play by occupying/controlling/eliminating all Japanese units from all hexes/half hexes along that edge of the map. Generally players will try for the historical method of gaining the east edge first.....drop near that edge, clear out the defenders early before they become too strong, and then load up the RG's ASAP. Deploying lots of para half squads early is a good way to accomplish hex edge control. You could try for another map edge, but the west edge is a long way away, and the north and south edges are quite long. Just speaking from experience.

The Japanese player loses a FBE as described above. Once the FBE is lost, the Japanese may not regain control of that FBE again even if they occupy/control every hex/half hex along that edge. Reflects how the Americans were able to isolate the Japanese and gain control of the island.
