The way the building in DD22 is drawn suggests that the rubble in CC22 was most likely part of the same building. If so, then I would assume that DD22 should have a bigger center dot, signifying presence of a level 1 location?

The rubble in CC22 is a part of the original 2 hex building. There could have been a larger dot there. There is a black bar on the building between the DD22 and CC22 hexes which also designate the two hexes as one entity.

Why would DD22 need a larger center dot? It is the exact same type of building shown in U24/V24, W23/X23, Y22/Z22. It has a ground level and one upper level. so the size of the center dot would not need to increase....ie: Inherent Stairwell. CC22/DD22 is one building, just that 1/2 of it was rubbled.
