Does cower happen only during the movement phase and only affect the defender?

What makes you believe this is restricted to Defensive First Fire ?

Thanks for the welcome. Ok so cowering affects the firer then.

I've been playing wargames since 1979, but ASL was one that I nerver played but always wanted too. I happy I've finally made the plunge.

If you have too much difficulties with the full set of rules, try the Starter Kits, that introduce you to the system with basic rules.
Now, as you seem quite used to wargames, taking the straight road of full swing ASL can be a very good idea : nobody could do otherwise until two years ago...
