Any Vehicle making a VCA change (either during the Movement or any Fire Phase) in a hex with Wire must take a Bog Check (D8.2) with the +2 DRM for moving into Wire (one Bog DR per hexspine).


I don't understand what's new in this rule. The Bog Check with the +2 DRM and the Bog DR per hexspine are already in the rules:

D2.11 VCA CHANGES:
...
Bog penalties for entry of difficult terrain are also applicable to VCA changes in that terrain if not also on a road (see Terrain Chart).

...

D8.2:
...
Bog occurs only when a vehicle fails a Bog Check DR. A vehicle must make a Bog Check as dictated by the Terrain Chart for entering, or exiting or making any VCA change (one Bog DR per hexspine)
...

The only difference is see is the 'if not also on a road' in the D2.11.

I think they are just clarifying their understanding of the rules - and how the CoS scenarios were intended to be played.

Some have argued that a VCA change during defensive fire didn't require a bog check... for example.

That's correct, Sam. As obvious as it may seem, there is nothing in the rules that specifically state that the +2 DRM applies to the VCA change in the Wire Location. The issue wasn't that a Bog DR was required but whether the +2 applied. D2.11 helps, but the interpretation of folks was also that Wire doesn't constitute "difficult terrain" for a vehicle. If you look at the Bog table in D8.21, it indicates that the +2 DRM only applies when the Vehicle moves into Wire. Some players were interpreting that as saying once you are in the hex and spinning around that the +2 DRM no longer applies because you are aren't "Moving into Wire". We just wanted to make sure that our interpretation was crystal clear as to how we intend it to be played in at least CoS scenarios.

The latest Q/A from Perry on this throws doubt on the issue. We have no definition of "Bog Penalties", so it makes sense for BFP to clarify how they want it played.
